<title>Newspaper Questionairre (post by Kendall Fassett)</title>

WHY ARE YOU RUNNING FOR OFFICE AND WHAT MAKES YOU STAND OUT AS A CANDIDATE?
&lt;br /&gt;
&lt;br /&gt;
In the last two years I have spoken with many South Portland residents about the problems facing our city's schools. The importance of having experienced and qualified decision makers will be instrumental as we will be spending well over 100 million dollars on educational endeavors over the next three years. I am well qualified and feel that it is my duty to step forward and be willing to serve.
&lt;br /&gt;
&lt;br /&gt;
Currently I am a key contributor that is responsible for ensuring appropriate sales, property and income taxation at LL Bean. Previously I have been a municipal and school employee responsible for developing and communicating budget requirements on behalf of executive staff, board members and citizens. Additionally I played a key role in operational and planning decisions, including facilitation of public meetings and hearings. I have considerable experience forming relationships with public officials, municipal employees, professional contractors and fellow citizens as a neighbor and a staff member.
&lt;br /&gt;
&lt;br /&gt;
QUESTION #1) In Nov. 2007, city voters by a wide margin rejected a plan to borrow $56 million to build a new city high school. Now the Secondary Schools Facilities Committee is working on a plan for a new high school that would cost less money. The committee is still working out costs, but this proposal could be in the $40 million to $49 million range. The committee wants the bond proposal to go to voters in June. What is your position on replacing South Portland High School?

&lt;br /&gt;
KENDALL FASSETT RESPONSE - I think that there are some real needs when considering facilities that are used to provide an education to our community. However, I attended several meetings of the committee and do not have much faith in the product. I appreciate the time the committee members have put in and believe they are trying to do a great job. New schools do not come along every few years. This is a big decision and project that began with limited citizen input and not enough expert guidance. It has been going on for over three years now (If I am not mistaken) and closing in on $1,000,000 spent. I would like to see a peer review done on the work and would like to ask the citizens for their concerns, not limiting them to a few carefully crafted questions. 
&lt;br /&gt;
&lt;br /&gt;
QUESTION #2) If the City Council decides to ask voters to approve borrowing money to build a new high school, would you recommend that the council send that bond question to voters at a June election or at a general election in November, when more voters go to the polls?
&lt;br /&gt;
&lt;br /&gt;
KENDALL FASSETT RESPONSE - Honestly I don't want to see this going to a vote until there has been due diligence. I would like to see an independent review that includes a couple of public hearings that are developed and facilitated by professionals. Board members may balk at spending $20,000 - $30,000 on more contractors. I think it would be a wise move. I would rather spend $30,000 to validate the &amp;quot;recommended&amp;quot; plan than save it and end up with a $5,000,000 regret In a $45,000,000 project.

&lt;br /&gt;
I think there are many good ideas to be offered by citizens to help hammer out a good plan. We need to have those conversations. An example is the idea of &amp;quot;phase&amp;quot; construction offered by a citizen at one of the hearings. I am not saying this is the answer or not. I simply would like to see ideas actually considered before reciting all the reasons why they won't work. 
&lt;br /&gt;
&lt;br /&gt;
If it does go to a vote, I would recommend it be in November to allow for greater participation. It will be more difficult to get approval, but if it is a good representation of our community values, the numbers will be there. Again, better to fail than be a $49,000,000 mistake. I am not concerned of the construction cost increase argument. I am not inclined to have fear of the unknown push me into a $49,000,000 construction project.

&lt;br /&gt;
QUESTION #3) Because of state revenue shortfalls due to the economy, schools districts around the state, may see a curtailment of state funding. In South Portland, the lack of funds could affect the current school budget and future budgets. How should the school board address these potential revenue reductions in the school budget? 
&lt;br /&gt;
&lt;br /&gt;
It may be time for some out of the box thinking. We need people who have expertise and can think creatively. There aren't likely any easy answers. I think that there are probably some great ideas in the heads of our own citizens. We just need to find them and be willing to ask and listen to any questions. My goal is to listen to the people and use my experience and expertise to help move us toward solid and defendable solutions.

<title>District 4 seat (post by Kendall Fassett)</title>
<description>OK, I am back for one more try. The seat in my district is up for re-election this year so I thought I would give it one last try.
&lt;br /&gt;
&lt;br /&gt;
However, I am no politician and am not planning a large scale operation. I will answer questions and respond to media requests. I do not have any other &amp;quot;campaigning&amp;quot; plans at this time. 
&lt;br /&gt;
&lt;br /&gt;
I have the experience and expertise to serve the community well in this capacity. I am doing this to offer our families and individuals a candidate that is qualified to represent their best interest in matters directed by the school board. I have no agenda or complaints. Just a desire for future, responsible progress. I am just an average regular guy who is willing to pitch in if you want me.
&lt;br /&gt;
&lt;br /&gt;
This is the thing. Our city clearly has a great deal of work to do that will be directed by the school board. These will not be small tasks and will certainly contribute to a direction for the future of our schools and will require significant spending considering the annual budget is in the neighborhood of 40 million dollars.
&lt;br /&gt;
&lt;br /&gt;
In order to protect the interests of the taxpayers, we need to make sure we have people on the board who can offer the following:
&lt;br /&gt;
&lt;br /&gt;
1) Financial experience and expertise
&lt;br /&gt;
2) Municipal experience and expertise
&lt;br /&gt;
3) An in depth understanding of cost/benefit analysis and its components
&lt;br /&gt;
4) Outside the box thinking, a unique perspective
&lt;br /&gt;
5) Desire to listen to taxpayers and understand the information that is being communicated
&lt;br /&gt;
&lt;br /&gt;
Considering the recent issues that have arose, this school board election is important. I feel that some new people with new ideas to shake up the board a little would be a positive change. 
&lt;br /&gt;
&lt;br /&gt;
To help you think through and evaluate the most recent issues that the existing school board has influenced or has to influence, I offer a short list:
&lt;br /&gt;
&lt;br /&gt;
1) Skillin School being placed on the watch list for the &amp;quot;No Child Left Behind Act&amp;quot;
&lt;br /&gt;
2) Classroom overcrowding year 2 of re-districting
&lt;br /&gt;
3) School repairs bond vote - 6 million dollars
&lt;br /&gt;
4) Failed new/renovated High School initiative - 50 million dollars (considerable dollars spent on engineering, where is this at?)
&lt;br /&gt;
5) Overcrowding in schools during the first year of re-districting
&lt;br /&gt;
6) English language learning restructuring
&lt;br /&gt;
7) Re-districting 2008
&lt;br /&gt;
8) Re-districting 2007
&lt;br /&gt;

<description>I do not plan to run for anything. I really despise everything about politics except having an opportunity to interract with the community. I ran because I have been blessed with the skills and experience to serve the community well in this capacity. 
&lt;br /&gt;
&lt;br /&gt;
In the same way that I could not sit and watch the woman struggle yesterday with her flat tire, the redistricting pain evident by numberous families caused me to step forward. I ran a very different and ill-advised campaign. I am sure that political experts would advise against how I did it. The way I did it represented my values and who I am and I could never support typical campaign strategy. I stand on street corners instead of plastering the road with signs. I say what I am specifically for instead of what I am against. I change flat tires and jump start cars instead of staying at the doors to shake a few more hands. 
&lt;br /&gt;
&lt;br /&gt;
I believe that change has to happen locally, not globally for it to be real. And the reality is that I can be a more effective change agent by just being a good friend and neighbor. It is the life on life relationships that lead to change, not campaign bandwagons. I am for changing my own heart not legislating change in others. I believe that this is how America will truly change. Votes and parties and administrations will simply put groudrules in place that we must live with. They will not create the authentic, self-less change that we need.

<description>Thanks for the kind words Adrian. I am very happy with the campaign I ran and am content with the results. From day one I said I would run because I felt I had the qualifications and certainly inside I felt the pain of the people I endured the redistricting process with. The people spoke today and their voice was heard. They have put the people they want in those positions and I respect their voice.

However, the process has felt long and hard and not one that I intend to do again. I am not a politician and really despise most things about politics. Today is great confirmation, both in the experience and results, that I am not cut out to do this. I will do my best to be a contributing citizen while focusing my time in other areas. <description>I just got a call from the Forecaster concerning election night coverage. I explained I would probably go to bed and had no plans. However, he explained that in SoPo the results are usually in very fast since the voting is all electronic. Many times even within the hour of polls ending.

So, does anyone have any ideas about a party to hear the results? We could certainly do something at my house but maybe there is a local restaurant that has a room and would like the publicity and drink orders.

And I am with you... the only thing worse than littering the landscape with political signs is the party system and the fanatics that steal the other party's signs. It's like Washington's version of capture the flag. Hopefully the rifraf that is doing it is recycling or disposing of the signs properly.

<description>Hey Kendall, saw you on Broadway this afternoon with your sign! I have to say that despite how big the sign is, the words were too small to decipher while driving by at 30 MPH, but I did recognize you from the picture on your web site and I totally agree with and support your decision to not litter the landscape with hundreds of signs!

Even though the lawn signs are not much more than a legal form of litter, I think it's sad that some people feel the need to steal or vandalize the signs that belong to their opponents.  For instance, there is an area on Western Ave where there is a huge cluster of political signs from several different candidates, and recently ALL of the Democrat signs have disappeared or been destroyed, with only the Republican signs remaining.  The same thing happened to another cluster of signs in front of the National Guard complex. Stuff like that really ticks me off.

<description>It was great. People did not go out of their way to talk to me or anything, but that was ok. I was doing it so they could just see my name and might think of checking out the info. I have intentionally placed the picture of my family on the sign so that they can see I have a vested interest and am not just another politician.

Ryan had a great time at the game and it was fun. I am hoping that people recognize the difference between me and others. I am working hard at getting out there personally. I am looking for votes of people that want to get behind me, not just because they have seen my sign 3,456 times over the last six weeks.

Personally, I will NOT vote for anyone that I have not taken the time to understand a little about them. If all I have done is see thier name on a sign or have seen they are one party or another, I will NOT vote for them.

One thing that is BIG for me in this year's elecections is &amp;quot;party koolaid&amp;quot;. If competing candidates have voting records, I am inclined to vote for the one that has voted with their party the LEAST. Or, if there is only one candidate with experience, I will look at their %. If they are higher than 80% drinking the party koolaid, I would hesitate to vote for them. I want someone that will think for themselves. I think the &amp;quot;party system&amp;quot; is outdated and a better indication of good representation is voting record against their own party (obviously with exceptions if I really like what a candidate is &amp;quot;selling&amp;quot; much more than the rest. There is only one race, other than mine, where that is the case for me personally).</description>

<description>When I began my campaign I intentionally decided to not put signs up everywhere. It's bad enough that most of them end up all over the roads and in the nearby grass, but the idea itself rubs me the wrong way a little.

The purpose is generally for name recognition. The concept is that the more your name is in people's head's, the more likely they are to vote for you. To me that is simply the wrong way to get votes. I would compare it to brainwashing. I just can't get myself to go there. I would rather not win.

What I am doing though is this... I made a sign out of some powerpoint slides I made, a postal box (prior to bending), some adhesive, staples, laminant and an 8 ft pine 1x2 board. I like the sign. Now, it is 8ft so that I can hold it in my hand. It also has an 8.5x11&amp;quot; picture of my family.
&lt;br /&gt;
&lt;br /&gt;
Tonight I stood at Cash Corner for 2 hours holding my sign and waving to those who smiled, waved or beeped their horn at me. This kind of &amp;quot;signage&amp;quot; I am ok with. It is me, I have some &amp;quot;skin&amp;quot; into it and aren't simply sticking it into the ground on the side of the road. I don't know if the teenagers are getting the word out, but there were a few that honked wildly. Kids are fun. (I think one was the young lady, Jesse that I met at the football game with Ryan, I hope she calls to babysit. She would be great fun for my kids).

I also did my own informal poll. I counted the number of people holding a cell phone while driving. I only did it for a sample size of 200. The tally was only 17. I was a bit surprised (7 in the first 100 and 10 in the second).

When I jumped up and down to keep warm, it caused alot of smiles. Maybe that is the key to campaign signage. Hmmmmmm.</description>

<description>Thanks Ben for the word. Your post reminds me that I haven't mentioned my post election plans.
&lt;br /&gt;

If i am elected on Tuesday, one of the first things I want to do is set up a few meetings with different people groups. One of them is SoPo High School students. I plan to do my own survey of what citizens AND students think really needs to be done and why. Ben has told me he is concerned with the small classrooms and drug presence. I would like to explore these comments and any others that the students feel are important.

&lt;br /&gt;
Also, I want to talk to citizen groups, teacher groups, parent groups and any other groups that want to offer perspective and ideas regarding the High School or any other school issues they feel needs to be addressed.</description>

<description>How's everyone doing?

Election day is coming up in exactly one week. If you support Kendall, or like his ideas, it would be great if you could print off his flyers, or tell your neighbors, friends, and family about him. And if they like his ideas, then thats good, but if not, at least you tried. I understand this isn't a presidential election, but i think we need some changes with the schools. I am a high school student, and even though i can not vote, I am supporting Kendall, and if you're like me and you know we need some change in the school board, join me in helping him by passing out flyers and what not.

I am a strong believer that it is as much parent's job to teach their kids as it is the school's job. Another example of this is sex education. I understand that the SoPo schools cover this in the 5th grade with all students. For the last two summers, I have taken my oldest on a trip and we have talked about everything that he is likely to hear from the school discussion. I strategically had these conversations before he was in 4th grade and then more detail just a month ago in the 5th grade. I am confident he can be a part of the conversation and he will not be surprised, disgusted, excited or any other feeling that will come with the school experience. It is my job to love my kids well and make sure they hear these important things from me first and not get shocked by something they learned at school. Without doing this, I would not be confident that my kids would know how to react and behave in light of the discussion.</description>

My first real job was for a family auto parts company in the accounting office. After less than a couple years the business was purchased by another family owned company that was about ten times in size. When the new family took over, they did some interviewing and testing of employees. The day of the closing they offered me a position as Assistant Controller, part of the Central Management Team in Virginia. They moved us down and got us settled and we stayed for about 15 months. We were young, newly married and no kids. We decided to move back to New England and be closer to our family and begin a family.
&lt;br /&gt;
&lt;br /&gt;
Upon moving back I took a position for the Central Vermont Solid Waste Management District located in Montpelier, Vermont. CVSWMD is a municipal entity with an appointed public board that managed and regulated the solid waste needs of 22 cities and towns, a population of approximately 60,000. My primary responsibilities were finance, data and office systems. My official title was Finance and Data Manager. I stayed there for more than 8 years until we moved to South Portland. I had many responsibilities and being a small office, pitched in wherever I was needed. My primary responsibilities were to oversee the fiscal side of the operation. I prepared the budget as staff to the Financial Oversight Committee and was responsible for all budget and finance issues including fielding all financial questions from the board and citizens. I directed the annual fiscal audit as staff contact to the CPA&amp;rsquo;s. I also assisted in the operational side of things as team leader for the operations team. This team planned and directed all operational, facility, event and equipment needs. During some public hearings on landfill placement, I worked as the facilitator responsible for the evenings flow and to make sure all had a chance to contribute and be heard and responded to. Finally, on a few occasions I filled in as district manager when the director needed time off.
&lt;br /&gt;
&lt;br /&gt;
At the same time, I worked as a soccer and basketball coach for 7 years and athletic director for 5 years. Additionally I was a certified official for softball and basketball. My years as athletic director were for Barre Town School in Barre, VT. My responsibilities were for middle school athletics for a community of 10,000 people. I reported to the Principals and was responsible for all planning, organizing and managing all sports that were offered by the school. As an administrator I was exposed to the staff side of school administration. I facilitated personal meetings with parents and public meetings regarding our programs. I coached teams and managed programs that children of school board members were participating.

&lt;br /&gt;
More than 4 years ago we moved to our home in South Portland. At that time I started working for LL Bean as an analyst and am currently their only Tax Accountant. My primary responsibilities and successes have been in domestic sales taxes, property taxes, income taxes and taxing systems. For the most part of four years I have helped move our department to a place where we are operating effectively and efficiently in a 21st century environment that is ever changing and expanding. Tax compliance is one part that affects every dollar of sales that LL Bean makes. I have regular interaction with municipal staff and must navigate the regulations in jurisdictions all across the country.

This is long enough already, but I also have Board experience for non-profit organizations where I have been a board member, treasurer and president at different times.

Through all my experiences, I have certainly learned the importance of listening to all and engaging the public.

We needed to remove the playground because of safety reasons.  The playground was in tough shape and the teenagers hanging out on it day after day weren't helping it any.

We had numerous complaints about the structure.

The playground was on Home Properties land.  Back 10-years ago, the School Department received verbal permission from Home Properties to install the playscape.  The Mary Marsh School historically used a large portion of Home Properties land for their playground.  It was mentioned to me from the previous Housing Manager over there that we probably wouldn't be able to put another structure in over there due to Home Properties wants the flexibility to build on the site.

So now we need a site for a playground (in a neighborhood that we don't own to much) and we need funding to buy a new playground.  The funding can come from CDBG, but the location will be the tough part.  I don't want to plop it down where the old school use to be because of resale issues.

<description>While the GPA formula is not perfect the amount of aid South Portland gets from the state is low because business pays about 60% of the property taxes in South Portland.  For the year 2008-09 South Portland recived $4.2 million or about 15% of the state EPS standard for the cost to educate students in South Portland. This compares to 21%, 25% and 34% for the towns of Cape Elizabeth, Scarborough and Falmouth respectively.  If South Portland's business paid only 10% of the proprty taxes  then their GPA would increase by $12 million to $16.1 million or 57% of the EPS cost to educate students in South Portland. (Note if South Portland's proprty tax base did decrease from 60% to 10% it would lose $25 million in taxes, so the $12 million increase in GPA is a net loser).

The problem in South Portland is not the lack of GPA it is that South Portland is spending $7.1 million more than the state EPS standard, while towns like Scarborough are spending $600,000 less than than their EPS.</description>

<title>Facilities Committee - take 2 (post by Kendall Fassett)</title>
<description>Thursday night I went to another school facilities committee meeting (with a PTA meeting sandwiched).

&lt;br /&gt;
First I would like to apologize to any staff or committee member who might read what I am saying and feel insulted. This is not my intention and I know that you all have put in much time on the committee. My thoughts are not intended to insinuate that you have not tried doing some of the things that I am suggesting. I know you are trying. Your time and commitment are honorable. My thoughts are simply a reflection of my personal experience as a citizen trying to understand what the committee is and has done, and my ideas to achieve results in the areas that don't seem to be working to date. They are ideas regarding where the process looks like it is today, not related to what the committee may have done or not done in the past. If I was a committee member, I would want all ideas, even if I felt like we have tried them so that the best solution could be achieved. If they have been tried, at least consider how you might try them again. I think deep thought and creativity will be necessary to find a successful solution. So, please don't be offended, my thoughts are not a criticism. They simply represent my approach to a solution, how I might proceed from this point. 
&lt;br /&gt;
&lt;br /&gt;
The meeting... the most important part of the meeting for me was when almost all had left. I was having a conversation with a few people and thinking that through has helped me to organize my thoughts. One of the issues for me, as I have heard from others, is that the information necessary to understand the needs of the City's schools is not easily accessible. I realize that there are hoards of documents available if someone has the time to spend at the business offices to find what they need to get up to speed. For me and every other average citizen, this is simply not possible. These realities need to be considered on all projects and issues that rely on citizen involvement. In a 21st Century society, all documentation that has value for citizen evaluation needs to be organized and available on the Internet. This is especially true for a 50 million dollar project like this.
&lt;br /&gt;
&lt;br /&gt;
I understand that it takes time and money to make this happen. I also understand there is some information there already, I have looked at it all. Again, in the 21st Century it would be my intent to ensure this happens in a timely manner with all school board issues. A good plan for organizing it and documenting it is key. If we don't have the time or money to get updated for this project, we need to rethink the current priorities. It is costing money to have Harriman working on a project that isn't going to fly in its current state. I would suggest having them stop working on it and use the funds to get someone working on organizing the vital documentation in a way that makes it real to us citizens. As for staff time to gather and organize data... well, I think this is more important than any other work the committee is doing right now. At least that is my perspective after sitting through two meetings (4 hours of observing the committee). So I guess I would suggest the committee stop all other work so the staff is not spending time preparing for another meeting. Instead staff should spend their allocated time getting the public information organized and available on the web. If this means the committee take a three months hiatus (or whatever time they need), then I think they should stop meeting for as long as it takes to get organized.
&lt;br /&gt;
&lt;br /&gt;
There are actually some great tools on the web that many municipal governments use for public information. They are database driven with a search by topic and keyword. (Follow this link to see an example &lt;a href=&quot;http://nystax.custhelp.com/cgi-bin/nystax.cfg/php/enduser/std_alp.php?p_sid&quot; rel=&quot;nofollow&quot; target=&quot;_BLANK&quot;&gt;http://nystax.custhelp.com/cgi-bin/nystax.cfg/php/enduser/std_alp.php?p_sid&lt;/a&gt;  ) I am not sure what the costs are, but it would be a valuable tool for the City of SoPo. I was told that the committee had recorded all citizen input at last year's and other meetings and have even used written responses. That is great! Now that information can be put into this type of database and will be an extremely useful tool to get citizens up to speed on where the committee is at and why. If staff is replying and documenting responses, citizens would feel listened to and there would be clear data that can be used for accountability and evaluation. This would go a long way in building a &amp;quot;trust relationship&amp;quot;. This is no different than what I am doing on this website. I am making clear statements that people can point to and agree, disagree or help increase my knowledge. When someone else is making a statement, I am requesting clarity or more information before accepting their input as factual. Through the process we are building a trust relationship with each other. Everything we say or do contributes to that trust level.
&lt;br /&gt;
&lt;br /&gt;
In addition to the database, there needs to be some primary pages that contain at a minimum the following:
&lt;br /&gt;
A page that outlines the facility and grounds priorities over the next 10-20 years. The page should have links where you can follow them to drill down into a deeper level of detail, each link leads to a &amp;quot;project&amp;quot; or &amp;quot;facility&amp;quot; page.
&lt;br /&gt;
Each project or facility page needs to have an overview or outline of ALL the needs of the project organized by priority. You could have some degrees of priority like... showstopper, required, should have, nice to have
&lt;br /&gt;
Each &amp;quot;need&amp;quot; would then have a link to drill down to more detail that would describe... what is needed; why it is needed (quote any factual regulations or violation letters); what the time frame is; what the options to satisfy the need are; what other needs that may be &amp;quot;opened up&amp;quot; or make sense to address at the same time. On this detail page, I would include pictures or virtual tours of the problem areas (for me, this is the page that will offer accountability. The staff is paid to do a job according to each position. The committee and school board should also be evaluated on their performance. If they classify something as a &amp;quot;showstopper&amp;quot;, their job performance is at stake so they better believe it is a showstopper. When this is made available to citizens, they will surely dig into the items they disagree with. This is a great &amp;quot;check and balance&amp;quot; and an effective tool to ensure responsible oversight.
&lt;br /&gt;
Each &amp;quot;need page&amp;quot; should also be linked to a budget estimate page that places each need in groups with the needs that make sense to address at the same time... phases if you will
&lt;br /&gt;
There is probably some things I am missing, but you get the idea. A committee could then take this info and put it together like a puzzle to determine a responsible recommendation to the citizens. I am sure there will be staff, board members, committee members and citizens that would say, &amp;quot;there is no time or money to do this&amp;quot;. My question to them would be then why are we throwing a bunch of time and money on a project that doesn't appear to be going anywhere? If you believe in something you stick your neck out to do your best to make sure it is followed through and done right. A better system of information is badly needed. It is time we get into the 21st century. In order to save money and time in the long run, we need to spend time and money now.
&lt;br /&gt;

So, if we have to &amp;quot;lay off&amp;quot; Harriman for a few months and use those funds to get better organized, I believe the savings will come immediately when we go back to Harriman and are able to tell them &amp;quot;this is what you need to provide to us&amp;quot;. Right now they are just spending their time on scheme after scheme (no really, this is the terminology they use for each drawing... I think I would choose another word to use). We need to stop coming up with new schemes and figure out what is really needed and when it is needed.

As a final note, after watching and listening to this committee for two meetings, I feel like it would benefit the committee to add some new blood, new ideas and differing perspectives to the process. I will not comment on how that would be done except to say there should be a process where citizens can &amp;quot;apply&amp;quot; to be on the committee and careful selection to ensure differing perspectives are present. This is the only way to ensure a well debated and researched plan is brought forward that has a chance with voters.</description>

<description>Yesterday I visited Red Bank with my 4yr old, my 7 yr old and my neighbors 4 yr old (they rode their bikes as I walked door to door). I must say that it was not a good day to be going door to door. I gave out many fliers, but most were through slots in doors.

The kids were able to say &amp;quot;hi&amp;quot; to a few kids, but for the most part kids were nowhere to be found except a cool &amp;quot;halloween birthday party&amp;quot; that we went by. My kids were like kids outside a store looking through the window at something they really wanted. I am sure they were disappointed when I didn't even let them go over and say &amp;quot;hello&amp;quot;. I am sure they didn't understand why. At our house we have kind of an &amp;quot;open door policy&amp;quot; and kids we don't even know will end up there once in a while. I didn't bother trying to explain that I didn't want to intrude so I had to pretend that the party wasn't even there. They didn't ask the typical &amp;quot;why not daddy&amp;quot;, so I just kept walking.

&lt;br /&gt;
Also, I think my trip was sabotaged because some workers were out canvassing for the &amp;quot;big boys&amp;quot; before I was able to make it out. We had soccer first thing in the morning and then had an &amp;quot;applefest&amp;quot; party at a friends house in Portland. There were friends, neighbors and friends of friends everywhere... hoards of kids eating exotic candy apples too. It was great. I think school involvement would increase if people took the time to have more of these type of gatherings in their neighborhoods.

I also went to the Kaler school neighborhood the other day and found very few people home either. It is extremely difficult navigating neighborhoods with multi-family homes when the kids aren't outside playing.

<description>I feel like the discussion may have gotten a bit off track here - and I'm only going to add to that - but I believe Mr. Fassett suggested meeting at 'a playground' not necesarily the Red Bank playground. It appears that Mr.'sopo west end' (is that your rap name?)is trying to make Mr. Fassett look like he is out of touch with the 'west end' (I have never, before now, heard this part of the city refered to like that before - all I can think of is Biggie Smalls, and Tu Pac... sorry, I digress) Where was I...I have lived in South Portland all my life and in the quaint neighborhood of Red Bank Village for the past 5 years and just realized last week that the playground had been removed - when my 4 year old son slyly manipulated the direction of our walk to bring us to the playground. I had been avoiding it over the past year because of the broken glass and foul words graffitied on it.

<title>50 Million for new High School? (post by funding formulas)</title>
<description>The state of Maine recognizes SoPo as a &amp;quot;service providing community&amp;quot; which means this city provides a large portion of jobs and income in the state, and subsequently sends a large portion of taxes to Augusta. Basically this means that the state deems we are a tax rich city and allocates a very small portion of GPA (general purpose aid) to our schools. Thus, even though we provide a huge amount of tax to the state via our businesses, we dont receive any of the money back via aid for our schools. Our incomes in this city remain fairly low so in order to make up for the difference to fund our schools we have to raise the taxes ourselves. It is a very unfair formula. 
&lt;br /&gt;
For instance prior to the implementation of this funding formula, circa 1996 we received 20% of the school budget from the state. For 2007 it was 11%.
&lt;br /&gt;
In cities such as Falmouth or Cape Elizabeth however, because they are not business rich cities they receive a much greater portion of their GPA from the state. Their median household income might be $50,000 yet they receive a whopping 65% from the state, compared to SoPo, whose median income is $40,000 we receive 11%. Its a very lopsided formula and one which needs to change drastically to get us some relief in taxes and in how we fund our children's educations.

There is a requirement from the State that will make it so that in the coming years, all districts will have to use the same reporting format so that the kind of analysis that Mr. Dimillo is doing will be easier to verify accuracy. SoPo is currently working out the bugs and hopes to be compliant by next year.

In addition, when comparing SoPo to other area schools, the number of children that need special education and ELL services must be considered. Currently SoPo has a higher population of students that require these services that Cape or Scarborough. At the same time, Portland&amp;rsquo;s number is higher than SoPo.

Mr. Carter said, admittedly, Westbrook is a reasonable comparison to SoPo and further research would be needed to identify why that is.

My thoughts are that there is more work to be done here. The administration should certainly try and get an &amp;ldquo;apples to apples&amp;rdquo; comparison so that the citizens have factual information that cannot be easily disputed. This would certainly offer validity to what the budget needs are and the differences could be easily identified and explored for savings opportunities.

As for the square footage per student issue, Mr. Carter said that this is certainly an issue that he expects the committee will have to wrestle with and land on a number. He also mentioned that currently the numbers are within the margin of error of the study that the numbers are based upon, but expects we are due for another study.

My thoughts on this are that it might be a good idea to get the new study done before the committee does much more work. If we do not have a solid idea as to what the numbers will be, we certainly shouldn&amp;rsquo;t be approving a plan that is based on the old numbers or spending tens of millions of dollars. However, what the &amp;ldquo;required&amp;rdquo; or &amp;ldquo;safety&amp;rdquo; needs are of the school must be addressed immediately. Maybe the committee could work on that in the short term?

... My idea of changes are really focused on listening to all people that are willing to contribute and compiling the data to determine a balanced solution where needed. I will make sure to ask and get answers to the questions that citizens have. One of the biggest complaints that I hear from people is that the Board doesn't really listen. I think many citizens just don't trust this board.  Whether their reasons are legit or not is not relevant. It is how they feel. I hope to restore some trust by making processes and decisions transparent.

In addition, through my experience I have a good grasp on group dynamics and facilitation. Hopefully I can use these skills to ask probing questions and cause the board to think of some things they may not have otherwise. Finally, I am good at helping groups to understand and get clarity on complex data to solve problems. This will be an asset to this board as many of the school board issues are complex and without an easy solution.

... The first issue that needs to be addressed is the problems with the High School facility. I am not suggesting that we have to do something. We just need to get a plan together that documents all the grounds and facility needs of the school district. These needs will be evaluated and a plan for addressing the needs must be discussed. Then, assuming the High School is priority #1, we need to determine what is really needed for responsible management. As we go through these processes, compiling data and making it available and accessible to all is important. I will push for a plan to make all information available in a timely fashion. I think you will find that this will be a great tool that will allow us to be assisted by the citizens. They will be better informed and will offer us ideas that the small group would not have come up with otherwise.

... I feel that we need to do our best to help all kids with special needs. Years ago many kids with needs were ignored and considered to have little value. I think we have certainly had our eyes opened and can see much value in all kids. As far as programs and spending, I am in need of a little more education as to requirements and possibilities. We need to do well by all kids.

As for ELL programs, I am a little stretched here. I have heard the administration say that families want their kids at their neighborhood school and I have heard that my neighbors were very upset that their child was pulled away from the Brown school ELL program. The most important thing we need to do is work hard to get input from ELL families and we need to work hard to provide them with the same opportunities that my kids have. This may be an area that we could be creative and become innovators. Let's not think of a &amp;quot;program&amp;quot; we can offer, let's find a way to be an active part of each others lives. I am not sure what this might look like, but I am sure there are plenty of people with good ideas.

... I feel that the superintendent is honestly trying to do a good job. This question is a hard one to answer without seeing her job description. Let's be real, she is in her second year on the job and has not exactly been given an easy task with the issues that need addressing. From what I have experienced, I think she could use some assistance learning how to effectively deal with the public. She seems to do a good job working with her staff and the board. Most of them seem to like her. I feel like she could progress by finding a way to forge a relationship with the citizens. Ultimately she works for them and considering them as an asset may help her open her options in ways she can't right now. It just seems like she is always on the opposite side. It may be that is just the nature of her job. If I were her, I would try to get creative and embrace the challenge of breaking the mold.

... This would depend on the magnitude and sensitivity of the vote. If it is a case that is fairly straight forward, I would defer to the experts. However, if it is a vital issue that is going to cause difficulties for any people or people groups, I would want the board to take the necessary time to get it right. And if it is a sensitive issue, there should be as much time built in as is possible to listen and respond to citizen concerns.

... I am not sure what you mean by &amp;quot;fiscal restraint&amp;quot;. I believe that a responsible balance is necessary with all decisions. The first questions that need answers are; what is needed? why is it needed? what are the options? Decisions that effect people should not be made from a strict monetary position. What effect the issue will have on people is the most important consideration. Once that is determined, the most responsible action would balance the desired human impact and the cost. All issues with environmental impacts must be considered in terms of what are the benefits to people and what harm might be inflicted upon people (short and long term).

... I was not at the meeting and cannot find any minutes. However, if I understand the issue correctly, this is an issue that was in some ways related to redistricting. As I mentioned in an earlier post, I would vote for whatever was needed (within reason) so that we weren't discussing redistricting again. Keep in mind that I would like to see a plan developed or guidelines developed. It's not the first time this has been an issue and it probably won't be the last. Working from a position of &amp;quot;reaction&amp;quot; instead of &amp;quot;pro-action&amp;quot; can be painful. Fix with a short-term solution and get working on a long-term plan.

I would have voted against it so at the very least there was more than 12 days of reaction time for citizens to react.

<description>Just to clarify what I wrote about the Redbank playground: I asked the city manager about it and he said that the city did indeed remove it due to it being unsafe, and the city does recognize the need for play areas in that part of the city.  The new playground at Brick Hill is one piece of the puzzle, and eventually the city would like to have something in Redbank as well.

I would also add, strictly as a personal observation, that there is a playground at Cortland Court (although it may only be for Cortland Court residents), and not far from there on the other side of the street is a basketball court which APPEARS to be open to the public, by virtue of the fact that it's entirely open and not fenced in.</description>

I am sorry, you must have mis-understood something you read. I am NOT suggesting we do anything with redistricting. Please read the 2nd post in this category to see where I stand.

The category began because a citizen asked me for my position on redistricting. Since I am running on a foundation of listening to AND responding to the citizens, it was only prudent that I address their questions.

As for professional facilitators for redistricting workshops, this was my suggestion to begin an inclusive process with the citizens BEFORE the vote happened. I posted links to my documents as a reply to some who were questioning if I would really listen. The documents are simply a display of my position of listening and inclusiveness that go back almost 2 years.

I understand your point that not everyone will be happy with whatever the result is as I also stated that very point. However, there has to be a balancing point. Offering a plan to the citizens 12 days before the vote will take place that will effect 150+ students directly and many more indirectly is just not a responsible way to &amp;quot;represent&amp;quot; the citizens. In addition, touting that the citizens were involved when many who were selectively invited felt it was a joke is not proper &amp;quot;representation&amp;quot;, and then using &amp;quot;we had to do something&amp;quot; as your defining statement.

I would like to address your issue with hiring a facilitator. I believe it is prudent to spend money to save money. This is my position for redistricting, high school projects, other projects and even &amp;quot;green endeavors&amp;quot;.

Spending $5,000 to provide citizen input and offer a well thought out and inclusive plan for redistricting is less money than even having to hire 1 ed tech because your plan that got voted in didn't quite deliver what you expected it to. Just like spending an additional 5K or 50K for that matter on a solar energy project may make more sense than saving the money and blowing it on a less efficient energy project. If there is not 5K to hire a facilitator, where is the money coming from for all the things you mentioned you would like?

The schools in SoPo are PUBLIC schools, which means that you as a resident have a right to have your child educated. It does not mean you get to &amp;quot;choose&amp;quot; which school your child goes to. Why do you think the schools are so unfriendly and unwelcoming, unless you feel its the school your child &amp;quot;deserved&amp;quot; to go to?

I am not unfamiliar with redistricting. My first child spent his entire education at Brown and my second started there as well, but then was redistricted to Small. I was very unhappy about it at the time. However, I have to say it was one of the best moves available to her because now that she is in middle school she knows so many more kids than she did when at Brown. She has integrated into middle school fabulously. Kids are very resilient. I think you need to give them a little more credit. They will adapt and make friends very quickly if given the chance and support from their elders.

And, of course, the kids eventually all end up together in high school so it does them well to participate in activities all over the city.

Lower class sizes and less redistricting would have occured if we as a city had voted for one or two elementary schools and not four. It would have consolidated resources, offered more inclusiveness and COST LESS. However, the voters rejected it, in fact voters actually wanted 6 schools. This is just not a cost effective way to school the kids.

I understand your stance that the people of SoPo need to be included in the decisions, but I dont think that everyone will always be happy no matter how many meetings are scheduled. I think at some point the decisions need to be made and move on.

Its always disconcerting that when budget meetings or school board meetings are held, very, very, very few people ever attend. Watch one on the SoPo public tv channel some time.

The schools have so little money and particularly in SoPo, which sends millions of tax dollars to the state and gets nothing in return. Unlike as you will read Falmouth, which will get upwards of 40 million to build a new middle school and residents will pay 6. If we are to have a school system that does not have to be so heavily funded by us, the residents, then we need to make more noise in Augusta. Your suggestion that we &amp;quot;hire&amp;quot; an outside facilitator to handle the redistricting is so ridiculous. Where do you think this money is going to come from? Hire more teachers? With WHAT money? Arent we already spending enough to fund our schools? I dont want my taxes to go up ANY MORE!

Get to Augusta, point out how unfair our tax base is, and quit trying to blame things on the city, the schools and the board, who I feel are doing a pretty good job of things, especially considering what you see going on in Portland. Are things perfect? Of course not! But unless SoPo gets some relief from the unbearable lack of tax money from the state for education, the city needs to be very careful of how the money is spent. I'd much rather spend my money on a fabulous teacher than on some silly &amp;quot;redistricing&amp;quot; facilitator to hold a meeting where all the voices can be heard. Use that money for a great teacher, man! Keep the money in the schools...with the teachers...with gardens and green buildings and solar energy. This whole redistricing nonsense has gone on too long. Talk to the legislature in Augusta to get more money for us so we dont have to drive our residents away with a high tax base and we can do some of the things you are suggesting. But as it stands right now, there just isnt any money available for these fancy meetings you are suggesting.</description>
